Observation

Anthony Thatcher reports holding children's hands or shoulders to prevent them from walking away, even if they appear visibly uncomfortable. Several staff reported observing children upset when the child's hands or shoulders were being held/grabbed by Thatcher. Multiple staff observed staff persons Anthony Thatcher and Monica Mutis engage in angry and hostile interactions in front of children. The specific violations which are valid within this WAC are: 110-300-0331(1)(b), (1)(c) and (1)(g)(ii).
